From the city's web page:
SOMERVILLE - The City of Somerville announced today that it has signed a Memorandum of Understanding (MOU) with the Somerville Municipal Employees Association (SMEA) that clears the way for the City's East and West Branch Libraries to open on Saturdays from 9 a.m. to 1 p.m. The SMEA has already ratified the change and the new hours will go into effect on November 10, 2012. This will mark the first time since the 1970s that the Somerville Public Libraries East and West Branch Libraries have opened their doors on weekends.

I am a librarian, and working evenings and weekends is extremely common in my profession, but I would certainly hope that my employer would seek employee input for a major hours change that would require people to work on weekends when they previously hadn't.
It's also not cheap to open a library for longer hours, because again, someone has to be there.
