I am a math tutor, trying to find high school and college students who need some extra help. When I lived in Arlington, I knew places I could advertise where students (or their parents) would see my flyers and call me. Unfortunately, they're mostly too far away from my Somerville apartment. That great bulletin board in the Belmont library draws in students who live in Belmont...and I would really rather find some in Somerville or Cambridge.
1) Are you, or do you know, somebody who is having trouble preparing for exams? I can help review for finals and prepare for standardized tests in math, chemistry, and physics. (Sometimes I also help social science grad students who are confused or intimidated by statistics--exam prep and editing research papers.)
2) Do you know of good places to post flyers? I want them to be seen by students who are having trouble, are ambitious to do better, and have a bit of money. Or just seen by lots and lots of students. Some places (like the Diesel) get covered over amazingly fast, and others (like outside Magpie, or laundromats) seem to never even get looked at. I feel like I'm missing something.

Many universities have tutoring groups already established; the one I attended in Illinois (I worked as an English Composition tutor) allowed people to advertise, as well as took their contact information if they found themselves short on tutors for Math and Sciences.

Are there any community bulletin boards at the local athletic fields? e.g. Conway Park, Russell Athletic Field, Dilboy Field & Stadium, the one by Ball Square whose name is eluding me at the moment. Sports venues attract not just kids, but their parents.
Also, quite aside from fliering, have you considered paying for ads in school publications (e.g. school newspapers, programs for theater events, yearbooks)?
