Shoveling sidewalks

So some drama erupted about Somerville shoveling today on the intertubz.

Well, for the most part, sidewalks aren't city property. But that's besides the point.

Are you sure about that? The city can plant trees on them, which they couldn't do if the sidewalks were private property.

I can't speak for everywhere but in many cases the sidewalk is on an easement on a persons property (and often times the road is as well). But I probably shouldn't speak for somerville at all because I've only ever rented there and never looked at the specific property situations there.
