No. Local (or state?) ordinances prevent anywhere in Somerville from filling propane tanks.
The Home Depot at Assembly Square used to have a tank exchange- you would bring in an empty tank and pay for a full tank. I haven't noticed it lately, so I'm not sure if it's still there.
The BJ wholesale club in Medford (http://www.google.com/maps?hl=en&lr=&client=safari&rls=en&q=bj&near=Medford,+MA&cid=0,0,9207119941904493570&ll=42.412386,-71.079302&spn=0,.02&sa=X&oi=local&ct=image) will fill your tank whether or not you are a member. You pay inside; the tank filling is at the back of the building (off of 28).
hmmm, other than bicycles and "large pets", I can't find any restrictions on what you can and can't carry on the T, though the performers permit seems to reference some rules that google doesn't seem to know anything about. I do think someone'd get upset if you took a large bottle of propane on the subway though.
