Summer Street, just past the VFW

As you pass the fenced in area after the VFW on Summer Street, there is often an odor. It reminds me of the smell of hot black olives, or decaying rubber. Does anyone know what this smell is or how we could find out? It's been that way as long as I've been walking by there, and I've lived here for 7 years.

I haven't noticed the smell by the VFW, but as someone who's not very fond of olives I have to say their scent is reminiscent of something plasticky-rubbery for me as well.
